Understanding Federal Law No. 24

Federal Law No. 24, also known as the “Consumer Protection Law,” is a pivotal piece of legislation in the UAE’s legal framework. Enacted in 2006, this law was designed to safeguard the rights and interests of consumers by regulating various aspects of consumer protection, including product safety. The law is guided by the principles of transparency, fairness, and accountability, all aimed at ensuring consumers can confidently purchase and use products within the UAE.

Key Provisions of Federal Law No. 24

Get Started

Product Labeling and Information:

Federal Law No. 24 mandates that all products sold in the UAE must have clear and accurate labeling and information in both Arabic and English. This information must include essential details such as the product’s name, ingredients, production and expiry dates, and instructions for use.

Quality Standards:

The law requires that all products meet the quality standards specified by relevant authorities. For certain products, such as electronics and appliances, adherence to specific technical regulations and safety standards is mandatory.

Product Recalls:

In cases where products pose a threat to the health or safety of consumers, the law empowers relevant authorities to order product recalls. Manufacturers, importers, and distributors must cooperate fully in these instances to protect consumer safety.

Warranties and Guarantees:

Federal Law No. 24 stipulates that products must be sold with warranties or guarantees, ensuring that consumers have recourse if a product is found to be faulty or not as described.

Pricing and Fair Trade Practices:

The law also addresses pricing issues and prohibits unfair trade practices, such as price gouging and deceptive advertising, which can harm consumers.

Enforcement Mechanisms

To ensure the effectiveness of Federal Law No. 24, several enforcement mechanisms are in place:

Regulatory Authorities:

The UAE’s regulatory authorities, such as the Emirates Authority for Standardization and Metrology (ESMA) and the Ministry of Economy, play a crucial role in monitoring and enforcing product safety standards. They have the authority to issue regulations, conduct inspections, and enforce penalties for non-compliance.

Consumer Complaint Mechanisms:

Consumers are encouraged to report unsafe products or unfair trade practices through established complaint mechanisms. These reports are taken seriously, and authorities investigate and take appropriate action as necessary.

Penalties and Fines:

The law imposes strict penalties and fines on businesses that violate its provisions. These penalties can include fines, product recalls, and even the suspension or revocation of business licenses for repeat offenders.

Product Testing and Certification:

Mandatory product testing and certification ensure that products meet safety and quality standards before they reach consumers. ESMA and other authorized bodies oversee this process.
